By virtue of the authority vested in me by section 1753 of the Revised Statutes of the United States (5 U.S.C. 631), by the Civil Service Act of January 16, 1883 (22 Stat. 403), and as President of the United States, it is ordered as follows:


Section 6.4 of Civil Service Rule VI, as amended by Executive Order No. 10440 of March 31, 1953, is hereby amended to read as follows:


Sec. 6.4.Removal of incumbents of excepted positions.
Except as may be required by the Veterans' Preference Act, the Civil Service Rules and Regulations shall not apply to removals from positions listed in Schedules A and C or from positions excepted from the competitive service by statute. The Civil Service Rules and Regulations shall apply to removals from positions listed in Schedule B of persons who have competitive status, however they may have been or may be appointed.
