White House, January 21, 1903.
Rule X of the civil-service rules is hereby amended by inserting after the introductory clause a new section to read as follows:
- No transfer shall be made to a competitive position above the lowest class in any grade unless the appointing officer shall certify that the position can not be adequately filled by promotion.
The remaining sections of the rule will be renumbered accordingly.
