In accordance with the recommendation of the Secretary of War, all public lands at and near Diamond Head and at Kupikipikio Point and at Punchbowl Hill, in the Territory of Hawaii, included within metes and bounds, described as follows, are hereby temporarily withdrawn from sale, entry, or other disposition, for military purposes, until it can be determined by actual surveys what portions thereof will be required for permanent military reservations, viz:

Diamond Head Reservation: Commencing at the southeast corner of this lot on the Waialae Nui boundary, at a stone marked with a cross; Diamond Head Trig. Station bears from this point north 81° 41′ west true, and running by true bearings as follows:
1. N. 10° 19′ E., 2,174 feet along Waialae Nui;
2. N. 57° 00′ W., 4,815 feet;
3. S. 84° 39′ W., 1,545 feet along Lot 33;
