Mr. Horace W. Mitchell may be transferred from the excepted position of clerk at $1,400 per annum in the pay department, Marine Corps, Philippine Islands, to the position of clerk at $1,400 per annum in the office of the assistant paymaster, U. S. Marine Corps, Berkeley, Cal., a competitive classified position, without reference to the civil-service rules.
