Mrs. Etta A. Giers and Mrs. Lyda M. Stansell, widows of deceased clerks in the War Department, Mrs. Ella Laing, an excepted employee of the army transport service, and Miss Emma Washburn, a temporary employee in the Quartermaster-General's Office, may be appointed to clerical positions in the War Department without reference to the civil-service rules.
