An inquiry drafted in 2008 to determine Canadian culpability in the illegal renditioning of three Canadian citizens, Abdullah Almalki, Ahmad Abou el-Maati and Muayyed Nureddin to Syria, where they were tortured under the auspices of the War on Terror and questioned by Western officials, before being deemed innocent.
