"If any one or more of the electors chosen by the people shall fail from any cause whatever to attend at the appointed place at the hour of four P. M. of the day prescribed for their meeting it shall be the duty of the other electors immediately to proceed by ballot to supply such vacancy or vacancies."

Lionel A. Sheldon and Peter Joseph were appointed sellers, when after balloting it was found that Aaron B. Levisee received six votes, being all the votes cast to supply the vacancy in the Fourth Congressional District, occasioned by the failure of Aaron B. Levisee to attend, and Orlando H. Brewster received six votes being all the votes cast to supply
