Dear Mr. President:
I am turning over today to Halifax the estimate upon the defenses of the British Isles. I have seen him and have gone over it with him, and he is going to send the estimate to Churchill direct by the air ferry pouch of next Monday.
I send you herewith the proposed message from you to Churchill which you dictated to me the other day and which I have had written out. It seems to me all right as it is without any change. I showed it to Halifax and he thought it would be very helpful if you sent it to Churchill.
