constituted the Second District. The State was divided into four judicial districts, in each of which a judge was to be elected for a term of five years. An act was passed providing for a State University at Iowa City. The two townships of land granted by Congress were donated to the University. After accomplishing a vast amount of work in the establishment of a complete system of State government, the Legislature closed its session on the 25th of February.
