Only once before — namely, on the coming of Maximilian — has there been a stir that might be compared to the present in a country which the progress of the century has heretofore seemed to ignore. Could a secure government then have been established, much would have been done. But the new-comers arrived as masters, not as friends; and the conditions were wholly unfavorable.
