Bringing New Jersey to New York

���The old nursery riddle "What is it that is under the water, over the water and yet is not touched by the water?" might well be answered in this age by reference to the vehicular traffic between New Jersey and New York. In the center of the photograph is shown a diagram of the proposed under-nver highway which the New York State Bridge and Tunnel Commission is considering to relieve the ferry-boat congestion over the Hudson.
