PREFACE

the idea of an Empire always becoming more closely knit together in all its parts, the very corner-stone of its programme. Such a national policy should not be the heritage of any single party in the state. But in my opinion it is those leaders who grasp the idea most firmly, who base their plans on its realisation, and who place minor party considerations in their true relation to this central issue of our national life, who will ultimately win in the great struggle which is now going on.
