9:00	12:41			The President met with the National Security Council. Those present were: William P. Rogers Melvin R. Laird Earle G. Wheeler Richard Helms Henry A. Kissinger Elliot Richardson U. 10:38				Spiro T. Agnew joined the meeting at some point before noon. He departed for a speaking engagement in New York.
12:41	12:50			The President left the Cabinet Room, entered his office briefly with H. A . Kissinger, returned to Dwight L. Chapin's office, met with H. R. Haldeman, and returned to the Cabinet Room where he reconvened the meeting of the National Security Council.
1:16	1:55			The President and the group with the exception of U. Alexis Johnson went to the Mansion for lunch.
2:02	3:25			The President and the group returned to the Cabinet Room, to continue the meeting of the National Security Council.
