Article 6. provides for a seat of Govt. & a National University thereat—but no protection for authors is provided— page 26. There is also an authority to the National legislature, permanently to fix the seat of the Genl. Govt., to secure to authors the exclusive right to their performances & discoveries & to establish a federal university.
