an Order in Council has been made under sect. 29. In the case of books first published in such country, there is no obligation to deliver copies, even although subsequently published in the United Kingdom, except in so far as the Order in Council provides that this section shall apply to such books[1]. It would not be within the power of an Order in Council to provide for the delivery of any foreign book not published in the United Kingdom.
