(E) by striking out "and" at the end; (2) by redesignating subparagraph (B) as subparagraph (C); and (3) by inserting after subparagraph (A) the following new subparagraph (B):

"(B) an executive agency intending to solicit bids or proposals for a contract for property or services shall post, for a period of not less than ten days, in a public place at the contracting office issuing the solicitation a notice of solicitation described in \ subsection (f)— "(i) in the case of an executive agency other than the Department of Defense, if the contract is for a price expected to exceed $10,000, but not to exceed $25,000; and sl3 "(ii) in the case of the Department of Defense, if the contract is for a price expected to exceed $5,000, but not to exceed $25,000; and". (c) SMALL BUSINESS SET-ASIDES.—The first sentence of section 150') of the Small Business Act (15 U.S.C. 644(j)) is amended by striking out "$10,000" and inserting in lieu thereof "25,000". (d) CONFORMING AMENDMENTS.—(1) Section 8(f) of the Small Business Act is amended by striking out "subsection (e)(1)(A)" and inserting in lieu thereof "subparagraph (A) or (B) of subsection (e)(1)". (2) Section 18(b) of the Office of Federal Procurement Policy Act is amended by striking out "subsection (a)(1)(A)" and inserting in lieu thereof "subparagraph (A) or (B) of subsection (a)(1)". SEC. 923. REQUIREMENTS RELATING TO PROCEDURES OTHER THAN COMPETITIVE PROCEDURES (a) LIMITED SOURCES.—Section 2304(c)(1) of title 10, United States Code, is amended by inserting "or only from a limited number of responsible sources" after "only one responsible source". (b) UNSOLICITED PROPOSALS FOR SERVICE.—Subparagraph (A) of

section 2304(d)(1) of such title is amended by striking out "a unique and innovative concept" and all that follows and inserting in lieu thereof "a concept— "(i) that is unique and innovative or, in the case of a

,;4,,, service, for which the source demonstrates a unique

capability of the source to provide the service; and "(ii) the substance of which is not otherwise available to the United States, and does not resemble the substance of a pending competitive procurement; and". (c) FOLLOW-ON CONTRACTS.—Subparagraph (B) of such section is amended— (1) by inserting ", or the continued provision of highly specialized services, such property or services may be deemed to be available only from the original source and may be procured g through procedures other than competitive procedures" after "highly specialized equipment"; (2) by inserting a one-em dash after "would result in"; (3) by paragraphing clauses (i) and (ii) and aligning their margins so as to be cut in four ems; (4) by striking out the comma after "competition" at the end of clause (i) and inserting in lieu thereof a semicolon; and (5) by striking out ", such property" and all that follows and inserting in lieu thereof a period.
