this Act may be used for administrative expenses in connection with the proposed redirection of the Equal Employment Opportunity Program: Provided further. That none of the funds made available by this Act shall be available for administrative expenses to reduce the number of Customs Service regions below seven during fiscal year 1987: Provided further, That the United States Customs Service shall hire and maintain an average of 14,891 full-time equivalent positions in fiscal year 1987: Provided further. That none of the funds made available in this or any other Act may be used to fund more than nine hundred and fifty positions in the Headquarters staff of the United States Customs Service in the fiscal year ending September 30, 1986 and the Customs Service shall begin planning to reduce headquarters staff to no more than nine hundred positions by September 30, 1987: Provided further. That no funds appropriated by this Act may be used to implement single eight hour shifts at airports and that all current services as provided by the Customs Service shall continue through September 30, 1987. OPERATION AND MAINTENANCE, AIR INTERDICTION PROGRAM
For expenses, not otherwise provided for, necessary for the hire, lease, acquisition (transfer or acquisition from any other agency), operation and maintenance of aircraft, and other related equipment of the Air Program; $77,819,000. CUSTOMS FORFEITURE FUND (LIMITATION ON AVAILABILITY OF DEPOSITS)
For necessary expenses of the Customs Forfeiture Fund, not to exceed $8,000,000, as authorized by Public Law 98-473 and Public Law 98-573; to be derived from deposits in the Fund. CUSTOMS SERVICES AT SMALL AIRPORTS (TO BE DERIVED FROM FEES COLLECTED)
Such sums as may be necessary, not to exceed $365,000, for expenses for the provision of Customs services at certain small airports designated by the Secretary of the Treasury, including expenditures for the salaries and expenses of individuals employed to provide such services, to be derived from fees collected by the Secretary of the Treasury pursuant to section 236 of Public Law 98-573 for each of these airports, and to remain available until expended. UNITED STATES MINT SALARIES AND EXPENSES
For necessary expenses of the United States Mint; $42,508,000, of which $1,325,000 shall remain available until expended for research and development projects. E X P A N S I O N AND IMPROVEMENTS
For expansion and improvements to existing Mint facilities, $694,000, to remain available until expended.
