SEC. 704. Any such entry may be mortgaged in the manner permitted by regulations promulgated by the Secretary of the Interior for the purpose of securing repayment of monies borrowed for development of the entry or for farm operating or crop production expenses. TITLE VIII—BLACK REVOLUTIONARY WAR PATRIOTS MEMORIAL AUTHORIZATION OF MEMORIAL

SEC. 801. The Black Revolutionary War Patriots Foundation is 40 USC 1003 authorized to establish a memorial on Federal land in the District of ^°Columbia and its environs to honor the estimated five thousand courageous slaves and free black persons who served as soldiers and sailors or provided civilian assistance during the American Revolution and to honor the countless black men, women, and children who ran away from slavery or filed petitions with courts and legislatures seeking their freedom. Such memorial shall be established in accordance with the provisions of H.R. 4378, as approved Ante, p. 3650. by the House of Representatives on September 29, 1986. FUNDING

Section 1102(a) of the National Parks and Recreation Act of 1978 (Public Law 95-625) is amended by inserting the follow- 16 USC 460m-l6. ing after the second sentence: "In addition, the Secretary may acquire by any of the foregoing methods not to exceed ten acres outside the boundaries of the national river for an administrative headquarters site, and funds appropriated for land acquisition shall be available for the acquisition of the administrative headquarters site.".
