or projects by a Federal agency or a State or State agency with Federal financial assistance; "(3) monitor, in coordination with other Federal agencies, the Reports. implementation and enforcement of this Act and report to the Congress, as appropriate, on any major issues or problems with respect to any policy or other provision of this Act; and "(4) perform such other duties as may be necessary to carry out this Act. "(b) The head of the lead agency is authorized to issue such Regulations. regulations and establish such procedures as he may determine to be necessary to assure— "(1) that the payments and assistance authorized by this Act shall be administered in a manner which is fair and reasonable and as uniform as practicable; { "(2) that a displaced person who makes proper application for I a payment authorized for such person by this title shall be paid promptly after a move or, in hardship cases, be paid in advance; and "(3) that any aggrieved person may have his application reviewed by the head of the Federal agency having authority ,iOd*^- "-rJ S^ ' over the applicable program or project or, in the case of a program or project receiving Federal financial assistance, by the State agency having authority over such program or project for the Federal agency having authority over such program or project if there is no such State agency. "(c) The regulations and procedures issued pursuant to this section shall apply to the Tennessee Valley Authority only with respect 42 USC 4621, to relocation assistance under this title and title L". 4601. SEC. 413. PAYMENTS UNDER OTHER LAWS. Section 216 of the Uniform Act (42 U.S.C. 4636) is amended by Housing. inserting after "Federal law" the following: "(except for any Federal Disadvantaged persons. law providing low-income housing assistance)". SEC. 414. TRANSFER OF SURPLUS PROPERTY.

Section 218 of the Uniform Act (42 U.S.C. 4638) is amended by inserting "net" after "all". SEC. 415. REPEALS.

Sections 214, 217, and 219 of the Uniform Act (42 U.S.C. 4634 and 4637) are hereby repealed.

SEC. 416. UNIFORM POLICY ON REAL PROPERTY ACQUISITION PRACTICES.

(a) WAIVER OF APPRAISAL.—Section 301(2) of the Uniform Act (42 Gifts and U.S.C. 4651(2)) is amended by inserting before the period at the end property, thereof the following: ", except that the head of the lead agency may prescribe a procedure to waive the appraisal in cases involving the acquisition by sale or donation of property with a low fair market value". (b) ACQUISITION OF UNECONOMIC REMNANT.—Section 301(9) of the

Uniform Act (42 U.S.C. 4651(9)) is amended to read as follows: "(9) If the acquisition of only a portion of a property would leave the owner with an uneconomic remnant, the head of the Federal agency concerned shall offer to acquire that remnant. For the purposes of this Act, an uneconomic remnant is a parcel of real property in which the owner is left with an interest after the partial acquisition of the owner's property and which the head of the
