SEC. 206. ALLOTMENT FORMULA. (a) FORMULA.— (1) EXTENSION
1986.—Section 205(c)(2) is amended by striking out "and September 30, 1985," 33 USC 1285. and inserting in lieu thereof "September 30, 1985, and September 30, 1986,". (2) FISCAL YEARS 1987-1990.—Section 205(c) is amended by adding at the end the following new paragraph: "(3) FISCAL YEARS 1987-1990.—Sums authorized to be appropriated pursuant to section 207 for the fiscal years 1987, 1988, 33 USC 1287. 1989, and 1990 shall be allotted for each such year by the Administrator not later than the 10th day which begins after the date of the enactment of this paragraph. Sums authorized (i^:, for such fiscal years shall be allotted in accordance with the following table:
