For necessary expenses to carry out the provisions of section 104(c), $119,000,000. INTERNATIONAL AIDS PREVENTION AND CONTROL PROGRAM

For necessary expenses to carry out the provisions of chapter 1 of part I of the Foreign Assistance Act of 1961, $30,000,000, which shall be made available only for activities relating to research on, and the treatment and control of, acquired immune deficiency syndrome (AIDS) in developing countries: Provided, That of the funds made available under this heading $15,000,000 shall be made available to the World Health Organization for the Special Program on AIDS, including activities implemented by the Pan American Health Organization. CHILD SURVIVAL F U N D

For necessary expenses to carry out the provisions of section 104(c)(2), $66,000,000. EDUCATION A N D H U M A N RESOURCES DEVELOPMENT, DEVELOPMENT ASSISTANCE

For necessary expenses to carry out the provisions of section 105, $117,000,000: Provided, That not less than $42,000,000 of the funds appropriated under this heading and under the heading "Sub-Saharan Africa, Development Assistance" shall be available only for programs in basic primary and secondary education: Provided further, That $1,500,000 of the funds appropriated under this heading shall be made available for the Caribbean Law Institute: Provided further, That not less than $1,250,000 of the funds appropriated under this heading shall be made available for the Center for InterAmerican Leadership: Provided further, That not less than $10,000,000 of the funds appropriated under this heading shall be available only for the International Student Exchange Program. PRIVATE SECTOR, ENVIRONMENT, AND ENERGY, DEVELOPMENT ASSISTANCE

For necessary expenses to carry out the provisions of section 106, $120,709,000: Provided, That not less than $5,000,000 shall be made available only for cooperative projects among the United States, Israel and developing countries: Provided further. That not less than $5,000,000 shall be made available only for the Central American Rural Electrification Support project: Provided further, That not less than $1,500,000 shall be made available only for rural electrification activities for the Caribbean. SCIENCE A N D TECHNOLOGY, DEVELOPMENT ASSISTANCE
