mental Protection Agency, $23,500,000, to remain available until expended: Provided, That the appropriating paragraph under this head in the Department of Housing and Urban Development— Independent Agencies Appropriations Act, 1987, as made effective by section 101(g) of Public Laws 99-500 and 99-591, is amended by repealing the following: "$2,000,000 shall be for construction of a laboratory addition at the Environmental Research Center at the University of Nevada, Las Vegas, and". HAZARDOUS SUBSTANCE SUPERFUND

For necessary expenses to c a r r y out the Comprehensive Environmental Response, Compensation, and Liability Act of 1980 (CERCLA), as amended, including sections 111(c)(3), (c)(5), (c)(6), and (e)(4) (42 U.S.C. 9611), $1,128,000,000 to be derived from the Hazardous Substance Superfund, consisting of $888,900,000 as authorized by section 517(a) of the Superfund Amendments and Reauthorization Act of 1986 (SARA) and $239,100,000 as a payment from general revenues to the H a z a r d o u s Substance Superfund as authorized by section 517(b) of SARA, w i t h all of such funds to r e m a i n available u n t i l expended: Provided, That funds a p p r o p r i a t e d under t h i s account may be allocated to other Federal agencies in accordance w i t h section 111(a) of CERCLA, as amended: Provided further. That n o n e of the funds appropriated under t h i s heading shall be available for sections lllOo), (c)(D, or (c)(2) of CERCLA, a s amended: Provided further, That, notwithstanding section l l l (m) of CERCLA, as amended, or any other provision of law, not to exceed $43,000,000 of

the funds appropriated under this heading shall be available to the Agency for Toxic Substances and Disease Registry to carry out activities described in sections 104(i), lll(c)(4), lll(c)(14), and 118(f) of SARA: Provided further. That no more than $182,400,000 of these funds shall be available for administrative expenses: Provided further, That title I of CERCLA, as amended by section 119 of SARA, is 42 USC 9619. amended by adding the following subparagraph to section 119(e)(2)(A): (iii) Recipients of grants (including sub-grantees) under section 126 for the training and education of workers who are or may be engaged in activities related to hazardous waste removal, containment, or emergency response under this Act; and": Provided further. That section 126(d)(3) of SARA is amended by adding a new 29 USC 655 note. sentence at the end thereof as follows: "The certification procedures shall be no less comprehensive than those adopted by the Environmental Protection Agency in its Model Accreditation Plan for Asbestos Abatement Training as required under the Asbestos Hazard Emergency Response Act of 1986.". LEAKING UNDERGROUND STORAGE TANK TRUST FUND

For necessary expenses to carry out leaking underground storage tank cleanup activities authorized by section 205 of the Superfund Amendments and Reauthorization Act of 1986, $14,400,000, to remain available until expended: Provided, That no more thsin $4,800,000 shall be available for administrative expenses.
