tion Act, $16,590,000 shall be for special demonstration programs under sections 311(a), (b), and (c), and $4,800,000 shall be for the Helen Keller National Center: Provided, That $500,000 shall be available on a competitive basis for research and training for hearing loss assessments for native Hawaiian children under section 204 of such Act until September 30, 1989: Provided further. That the amount appropriated for title VI, part C of the Rehabilitation Act in Public Laws 99-500 and 99-591, section lOl(i), for fiscal year 1987 shall remain available for obligation by the States until September 30, 1989. For carrying out, to the extent not otherwise provided, the Carl D. Perkins Vocational Education Act, and the Adult Education Act and the Stewart B. McKinney Homeless Assistance Act, $1,005,557,000 which shall become available for obligation on July 1, 1988, and shall remain available until September 30, 1989: Provided, That $25,658,000 shall be available for title IV of the Carl D. Perkins Vocational Education Act, of which $7,276,000 shall be for part A, including $5,744,000 for section 404, $14,792,000 shall be for part B, including $14,361,000 for section 411 and $3,590,000 shall be for part C of said title: Provided further, That $7,851,000 shall be available for State councils under section 112 of the Carl D. Perkins Vocational Education Act: Provided further, That $6,845,000 shall be made available to carry out title III-A and $32,791,000 shall be made available for title III-B of said Vocational Education Act: Provided further. That $3,734,000 shall be available for part E of title IV of the Carl D. Perkins Vocational Education Act: Provided further, That section 202 of the Carl D. Perkins Vocational Education Act is amended— (1) by inserting (a) after the section designation, and (2) by adding at the end thereof the following new subsection: " k) Funds provided for fiscal year 1988 and described in clause (4) O) of subsection (a) shall also be available for single pregnant women.". For carrying out subparts 1, 2, and 3 of part A and parts C and E of title rV of the Higher Education Act, as amended, $5,544,792,000, which shall rem£dn available until September 30, 1989: Provided, That the maximum Pell grant that a student may receive in the 1988-1989 award year shall be $2,200. For necessary expenses under title IV, part B of the Higher Education Act, $2,565,000,000, to remain available until expended. HIGHER EDUCATION

For carrying out title III of the Higher Education Act of 1965, as amended, $152,370,000, of which up to $19,148,000 for section 332 of part C of title III of said Act shall remain available until expended: Provided, That $73,161,500 of funds appropriated for title III of said Act shall be available only to historically black colleges and universities.
