FEDERAL MEDIATION AND CONCIUATION SERVICE SALARIES A N D EXPENSES

For expenses necessary for the Federal Mediation and Conciliation Service to carry out the functions vested in it by the LaborManagement Relations Act, 1947 (29 U.S.C. 171-180, 182), including expenses of the Labor-Management Panel and boards of inquiry appointed by the President, hire of passenger motor vehicles, and rental of conference rooms in the District of Columbia; and for expenses necessary pursuant to Public Law 93-360 for mandatory mediation in health care industry negotiation disputes and for convening factfinding boards of inquiry appointed by the Director in the health care industry; and for expenses necessary for the LaborManagement Cooperation Act of 1978 (29 U.S.C. 125a); and for expenses necessary for the Service to carry out the functions vested in it by the Civil Service Reform Act, Public Law 95-454 (5 U.S.C. chapter 71), $24,510,000. FEDERAL MINE SAFETY AND HEALTH REVIEW COMMISSION SALARIES AND EXPENSES

For expenses necessary for the Federal Mine Safety and Health Review Commission (30 U.S.C. 801 et seq.), $3,906,000. NATIONAL COMMISSION ON LIBRARIES AND INFORMATION SCIENCE SALARIES AND EXPENSES

For necessary expenses for the National (Dommission on Libraries and Information Science, established by the Act of July 20, 1970 (Public Law 91-345), $718,000. NATIONAL COMMISSION TO PREVENT INFANT MORTALITY OPERATING E X P E N S E S

Funds appropriated for operating expenses of the National Commission to Prevent Infant Mortality in the Supplemental Appropriations Act, 1987 (Public Law 100-71) shall remain available until expended. NATIONAL (DOUNCIL ON THE HANDICAPPED SALARIES AND EXPENSES

For expenses necessary for the National (Douncil on the Handicapped as authorized by section 405 of the Rehabilitation Act of 1973, as amended, $892,000. NATIONAL LABOR RELATIONS BOARD SALARIES AND EXPENSES

For expenses necessary for the National Labor Relations Board to carry out the functions vested in it by the Labor-Management Relations Act, 1947, as amended (29 U.S.C. 141-167), and other laws, $133,097,000: Provided, That no part of this appropriation shall be
