To amend the Farm Disaster Assistance Act of 1987 to extend the reporting date for the ethfmol cost effectiveness study. To designate November 1987, as "National Diabetes Month". To designate September 18, 1987, as "National POW/ MIA Recognition Day". To designate November 17, 1987, as "National Community Education Day". To designate October 6, 1987, as "German-American Day". To designate the week beginning October 4, 1987, as "National School Yearbook Week. To designate the month of October 1987, as "Lupus Awareness Month". Malcolm Baldrige National Quality Improvement Act of 1987. Uniform Cotton Classing Fees Act of 1987 To amend the Water Resources Development Act of 1986 relating to the level of flood protection provided by the flood control project for Lock Haven, Pennsylvania. Designating the week of September 13 through September 19, 1987, as "National Reye's Syndrome Awareness Week". To temporarily restrict the ability to document foreignbuilt fish processing vessels under the laws of the United States. To recognize the efforts of the United States Soccer Federation in bringing the World Cup to the United States in 1994. Federal Triangle Development Act Designating the week of September 20, 1987, through September 26, 1987, as "Emergency Medical Services Week". To designate the period commencing September 21, 1987, and ending on September 27, 1987, as "National Historically Black Colleges Week". Designating the week of October 18, 1987, through October 24, 1987, as "Benign Essential Blepharospasm Awareness Week". To extend the period for waivers of State eligibility requirements to enable certain States to qualify for child abuse and neglect assistance. To designate October 1987 as "Polish American Heritage Month". Increasing the statutory limit on the public debt Making continuing appropriations for the fiscal year 1988, and for other purposes.
