"(C) transportation for the purpose of enabling parents and their children to participate in the program authorized by this part; "(4) the establishment of instructional programs that promote adult literacy, training parents to support the educational growth of their children, and preparation of children for success in regular school programs; "(5) provision of special training to enable staff to develop the skills necessary to work with parents and young children in the full range of instructional services offered through this part (including child care staff in programs enrolling children of participants under this part on a space available basis); "(6) provision of and monitoring of integrated instructional services to participating parents and children through homebased programs; and "(7) coordination of programs assisted under this part with programs assisted under this chapter and any relevant pro, grams under chapter 2 of this title, the Adult Education Act, the Education of the Handicapped Act, the Job Training Partnership Act, and with the Head Start program, volunteer literacy programs, and other relevant programs. "(c) FEDERAL SHARE LIMITATION.—The Federal share under this part may be— "(1) not more than 90 percent of the total cost of the program in the first year the local educational agency receives assistance under this part, "(2) 80 percent in the second such year, "(3) 70 percent in the third such year, and "(4) 60 percent in the fourth and any subsequent such year. Funds may not be used for indirect costs. The remaining cost may be obtained from any source other than funds made available for programs under this title. "SEC. 1055. ELIGIBLE PARTICIPANTS.

"Eligible participants shall be— "(1) a parent or parents who are eligible for participation in an adult basic education program under the Adult Education Act; and "(2) the child or children (aged 1 to 7, inclusive), of any individual under paragraph (1), who reside in a school attendance area designated for participation in programs under part A. "SEC. 1056. APPLICATIONS.

"(a) SUBMISSION.—To be eligible to receive a grant under this part Grants. a local educational agency shall submit an application to the Secretary under section 1052(a) and to the State educational agency under section 1052(b) in such form and containing or accompanied by such information as the Secretary or the State educational agency, as the case may be, may require. "(b) REQUIRED DOCUMENTATION.—Such application shall include documentation that the local educational agency has the qualified personnel required— "(1) to develop, administer, and implement the program required by this part, and "(2) to provide special training necessary to prepare staff for the program.
