"(1) claims to have been injured by a discriminatory housing practice; or "(2) believes that such person will be injured by a discriminatory housing practice that is about to occur, "0) 'Complainant' means the person (including the Secretary) who files a complaint under section 810. "(k) 'Familial status' means one or more individuals (who have not attained the age of 18 years) being domiciled with— "(1) a parent or another person having legal custody of such individual or individuals; or "(2) the designee of such parent or other person having such custody, with the written permission of such parent or other person. The protections afforded against discrimination on the basis of familial status shall apply to any person who is pregnant or is in the process of securing legal custody of any individual who has not attained the age of 18 years. "(1) 'Conciliation' means the attempted resolution of issues raised by a complaint, or by the investigation of such complaint, through informal negotiations involving the aggrieved person, the respondent, and the Secretary. "(m) 'Conciliation agreement' means a written agreement setting forth the resolution of the issues in conciliation, "(n) 'Respondent' means— "(1) the person or other entity accused in a complaint of an unfair housing practice; and ^-, "(2) any other person or entity identified in the course of investigation and notified as required with respect to respondents so identified under section 810(a). "(o) 'Prevailing party' has the same meaning as such term has in section 722 of the Revised Statutes of the United States (42 U.S.C. 1988).". Handicapped

SEC. 6. DISCRIMINATORY HOUSING PRACTICE AMENDMENTS.

(^) ADDITIONAL DISCRIMINATORY HOUSING PRACTICES.—Section 804 is amended by adding at the end the following: "(fKD To discriminate in the sale or rental, or to otherwise make unavailable or deny, a dwelling to any buyer or renter because of a handicap of— "(A) that buyer or renter, "(B) a person residing in.or intending to reside in that dwelling after it is so sold, rented, or made available; or "(C) any person associated with that buyer or renter. "(2) To discriminate against any person in the terms, conditions, or privileges of sale or rental of a dwelling, or in the provision of services or facilities in connection with such dwelling, because of a handicap of^ "(A) that person; or "(B) a person residing in or intending to reside in that dwelling after it is so sold, rented, or made available; or "(C) any person associated with that person. "(3) For purposes of this subsection, discrimination includes— "(A) a refusal to permit, at the expense of the handicapped person, reasonable modifications of existing premises occupied or to be occupied by such person if such modifications may be necessary to afford such person full enjoyment of the premises;
