PUBLIC LAW 100-479—OCT. 7, 1988 (3) COOPERATIVE AGREEMENTS WITH O W N E R S. — I n f u r the r a n c e
of the purposes of this Act, and after consultation with the Advisory Commission established by this Act, the Secretary is authorized to enter into cooperative a g r e e m e n t s with the owners of properties of historical or c u l t u r a l significance (as determined by the Secretary) within any historic district established under this subsection. Such a g r e e m e n t s shall permit the Secretary to m a r k, i n t e r p r e t, improve, restore, and provide technical assistance w i t h respect to the preservation and i n t e r p r e t a t i o n of such properties. Such a g r e e m e n t s shall contain, b u t need not be limited to, provisions that the Secretary shall h a v e the right of access a t reasonable times to public portions of any property covered by such a g r e e m e n t for purposes of conducting visitors through such properties and interpreting the m to the public, and that no changes or alterations shall be m a d e in the property except by m u t u a l a g r e e m e n t between the Secretary and other parties to the agreement, (d) GENERAL M A N A G E M E N T P L A N. — W i t h i n t h r e e complete fiscal
year s after the e n a c t m e n t of this Act, the Secretary shall submit to the Committee on Interior and I n s u l a r Affairs of the United States House of Representatives and to the Committee on Energy and N a t u r a l Resources of the United States S e n a t e a general managem e n t plan for the park. The plan shall be prepared in accordance with section 12(b) of the Act of August 18, 1970 (84 Stat. 825; 16 U.S.C. l a - 1 through l a - 7). Such plan shall identify a p p r o p r i a t e facilities for proper i n t e r p r e t a t i o n of the site for visitors. Gifts and property. 16 USC 410OO-4.

SEC. 5. NATCHEZ TRACE STUDY.
The Secretary shall p r e p a r e, in consultation with the city of Natchez, a study of the feasibility of extending the Natchez Trace within the city of Natchez, including the acceptance of donations of rights-of-way. The Secretary shall t r a n s m i t the study to the Committee on Interior and I n s u l a r Affairs of the United States House of Representatives and to the Committee on Energy and N a t u r a l Resources of the United States S e n a t e within one year after the date of e n a c t m e n t of this Act. SEC. 6. ADVISORY COMMISSION.
(a) ESTABLISHMENT.—There is hereby established the Natchez National Historical P a r k Advisory Commission (hereinafter in this Act referred to a s the ' A d v i s o r y Commission"). The Advisory Commission shall be composed of six m e m b e r s appointed by the Secretary. Two of such m e m b e r s shall be appointed from among individuals n o m i n a t e d by the mayor of Natchez and one i'rom among individuals n o m i n a t e d by the Governor of Mississippi. Two of the m e m b e r s shall have expertise in historic preservation and one shall have expertise in a r c h i t e c t u r a l history. Any m e m b e r of the Advisory Commission appointed for a definite term may serve after the expiration of his term until his successor is appointed.
