Subtitle A—Provisions Relating to Public Health Service Act SEC 2011. SHORT TITLE.

This subtitle may be cited as the "Comprehensive Alcohol Abuse, Drug Abuse, and Mental Health Amendments Act of 1988". SEC 2012. PURPOSES.

The purposes of this subtitle with respect to substance abuse are— (1) to prevent the transmission of the etiologic agent for acquired immune deficiency syndrome by ensuring that treatment services for intravenous drug abuse are available to intravenous drug abusers; (2) to continue the Federal Government's partnership with the States in the development, maintenance, and improvement of community-based alcohol and drug abuse programs; (3) to provide financial and technical assistance to the States and communities in their efforts to develop and maintain a core of prevention services for the purpose of reducing the incidence of substance abuse and the demand for alcohol and drug abuse treatment; (4) to assist and encourage States in the initiation and expansion of prevention and treatment services to underserved populations;
