"SEC. 519. The Secretary, acting through the Administrator, may make grants to, and enter into cooperative agreements and contracts with, public and nonprofit private entities for the conduct of, promotions of, coordination of, research, investigation, experiments, demonstrations, and studies relative to the cause, diagnosis, treatment, control, and prevention of mental illness. "SEC. 520. The Secretary, acting through the Administrator, shall establish a National Mental Health Education Program for the

purpose of—

"(1) developing improved methods of treating individuals with mental health problems and improved methods of assisting the families of such individuals; "(2) supporting programs of biomedical and behavioral research, training, and education with respect to the causes, diagnosis, and treatment of mental health problems; "(3) collecting and making available, through publication and other appropriate methods, information on, and the practical application of, such research and other activities; (4) providing technical assistance to public and private entities that are providers of mental health services; "(5) disseminating to such providers and to the public information with respect to mental health, including information on programs that provide financial assistance in obtaining mental health services; and "(6) establishing a clearinghouse in order to collect information developed in mental health research and treatment programs and to make such information available to providers of mental health services, to individuals with mental health problems, and to the general public. acting

through the Director, may make grants to States, political subdivisions of States, and nonprofit private agencies— "(1) for mental health services demonstration projects for the planning, coordination, and improvement of community services (including outreach and self-help services) for chronically mentally ill individuals, seriously emotionally disturbed children and youth, elderly individuals, and homeless chronically mentally ill individuals, and for the conduct of research concerning such services; "(2) demonstration projects for the prevention of youth suicide; "(3) demonstration projects for the improvement of the recognition, assessment, treatment, and clinical management of depressive disorders; and (5) demonstration projects for treatment and prevention relating to sex offenses.
