"(5) DENIAL OF ASSISTANCE FOR COUNTRIES DECERTIFIED.—If the

President does not make a certification under paragraph (2) with respect to a country or the Congress enacts a joint resolution disapproving such certification, then until such time as the conditions specified in paragraph (GXA) are satisfied— "(A) funds may not be obligated for United States assistance for that country, and funds previously obligated for United States assistance for that country may not be expended for the purpose of providing assistance for that country; and "(B) the requirement to vote against multilateral development bank assistance pursuant to paragraph (I)(B) shall apply with respect to that country, without regard to the date specified in that paragraph. "(6) RBCERTIFICATION.--(A) Paragraph (5) shall apply to a country until— '(i) the President makes a certification under paragraph (2) with respect to that country, and the Congress does not enact a joint resolution under paragraph (4) disapproving the determination of the President contained in that certification; or "(ii) the President submits at any other time a certification of the matters described in paragraph (2) with respect to such country, and the Congress enacts a joint resolution approving the determination of the President contained in that certification.". G>) CONFORMING AMENDMENTS.—(1) Such section 481(h) is further amended— (A) by striking out existing paragraph (5); and (B) in subparagraph (B) of paragraph (6), as so redesignated by the amendment made by subsection (a) of this section— (i) by striking out "such" in clause (i), and (ii) by inserting "under this subsection" before "shall be" in clause (i); and (iii) by striking out "resolution" in clause (ii) and inserting in lieu thereof "resolutions". (2) Section 585 of the Foreign Operations, Export Financing, and Related Programs Appropriations Act, 1988 (as contained in section 101(e) of Public Law 100-202), is amended by striking out subsection 22 USC 2291 (c). SEC. 4408. ANNUAL CERTIFICATION PROCEDURES FOR TRADE AND AVIATION SANCTIONS.

(a) REVISION OF PROCEDURES.—Paragraphs (1) and (2) of section 8020)) the Trade Act of 1974 (19 U.S.C. 2492(b)(l) and (2)) are amended to read as follows: "(b)(l)(A) Subject to paragraph (3), subsection (a) shall not apply with respect to a country if the President determines and certifies to the Congress, at the time of the submission of the report required by section 481(e) of the Foreign Assistance Act of 1961, that— "(i) during the previous year the country has cooperated fully with the United States, or has taken adequate steps on ite own— "(I) in satisfying the goals agreed to in an applicable bilateral narcotics agreement with the United States (as described in paragraph (B)) or a multilateral agreement which achieves the objectives of paragraph (B),
