(Q a full report on— (i) the results of his efforts under this section; and (ii) the status of measures taken by each nation listed pursuant to paragraph (A) or (B) to protect and con- serve such sea turtles. (b)(1) IN GENERAL. —The importation of shrimp or products from shrimp which have been harvested with commercial fishing tech- nology which may affect adversely such species of sea turtles shall be prohibited not later than May 1, 1991, except as provided in paragraph (2). (2) CERTIFICATION PROCEDURE.—The ban on importation of shrimp or products from shrimp pursuant to paragraph (1) shall not apply if the President shall determine and certify to the Congress not later than May 1, 1991, and annually thereafter that— (A) the government of the harvesting nation has provided documentary evidence of the adoption of a regulatory program governing the incidental taking of such sea turtles in the course of such harvesting that is comparable to that of the United States; and (B) the average rate of that incidental taking by the vessels of the harvesting nation is comparable to the average rate of incidental taking of sea turtles by United States vessels in the course of such harvesting; or (C) the particular fishing environment of the harvesting nation does not pose a threat of the incidental taking of such sea turtles in the course of such harvesting. SEC. 610. (a) No monies appropriated by this Act may be used to reinstate, or approve any export license applications for the launch of United Stat^-built satellites on Soviet- or Chinese-built launch vehicles unless the President makes a report under subsection 0?) or (c) of this section. (b) The restriction on the approval of export licenses for United States-built satellites to the People's Republic of China for launch on Chinese-built launch vehicles is terminated if the President makes a report to the Congress that: (1) the Government of the People's Republic of China has made progress on a program of political reform throughout the entire country which includes— (A) lifting of martial law; (B) halting of executions and other reprisals against individuals for the nonviolent expression of their political beliefs; (O release of political prisoners; (D) increased respect for internationaly recognized human rights, including freedom of expression, the press, assembly, and association; and (E) permitting a freer flow of information, including an end to the jamming of Voice of America and greater access for foreign journalists; or (c) It is in the national interest of the United States. SEC. 611. ADOPTION OF FOREIGN BORN ORPHANS.— (a) IN GENERAL.— Section 101(b)(2) of the Immigration and Nationality Act (8 U.S.C. 110101)X2)) is amended by inserting before the period at the end the following: ", except that, for purposes of paragraph (IXF) (other than the second proviso therein) in the case of an illegitimate child described in para- graph (I)(D) (and not described in paragraph (I)(C)), the term
