PAYMENTS IN LIEU OF TAXES For expenses necessary to implement the Act of October 20, 1976 (31 U.S.C. 6901-07), $105,000,000, of which not to exceed $400,000 shall be available for administrative expenses. LAND ACQUISITION For expenses necessary to carry out the provisions of sections 205, 206, and 318(d) of Public Law 94-579 including administrative ex- penses and acquisition of lands or waters, or interest therein, $12,610,000, to be derived from the Land and Water Conservation Fund, to remain available until expended. OREGON AND CAUFORNIA GRANT LANDS For expenses necessary for management, protection, and develop- ment of resources and for construction, operation, and maintenance of access roads, reforestation, and other improvements on the revested Oregon and California Rsdlroad grant lands, on other Federal lands in the Oregon and California land-grant counties of Oregon, and on adjacent rights-of-way; and acquisition of lands or interests therein including existing connecting roads on or adjacent to such grant lands; $64,787,000, to remain available until expended: Provided, That the amount appropriated herein for road construc- tion shall be transferred to the Federal Highway Administration, Department of Transportation: Provided further. That 25 per centum of the aggregate of all receipts during the current fiscal year from the revested Oregon and California Railroad grant lands is hereby made a charge against the Oregon and California land grant fund and shall be transferred to the General Fund in the Treasury in accordance with the provisions of the second paragraph of subsec- tion (b) of title II of the Act of August 28, 1937 (50 Stat. 876): Provided further. That notwithstanding any other provision of law, the Secretary of the Treasury is directed to make available to the Secretary of the Interior, to remain available until expended, an amount equal to 50 per centum of timber receipts received by the Treasury from the harvesting of timber on the revested Oregon and California Railroad grant lands and the Coos Bay Wagon Road grant lands during fiscal year 1989 in excess of $174,800,000, the 1989 Oregon and California Railroad grant lands and Coos Bay Wagon Road grant lands timber receipts contained in the President's budget proposal for fiscal year 1990: Provided further, That this estimate of 1989 receipts shall not be subject to adjustment for the purposes of this section: Provided further, That such funds shall be made available concurrent with payment of fiscal year 1989 receipt amounts to counties during fiscal year 1990, and shall be in addition to any funds appropriated in this Act: Provided further, That this transaction will not affect, diminish, or otherwise alter the pay- ments to be made on the basis of these receipts in accordance with the Acts of August 28, 1937 (43 U.S.C. 1181f(a)) and May 24, 1939 (43 U.S.C. 1181f-l): Provided further, That funds made available to the Secretary of the Interior pursuant to this provision shall be used for necessary expenses relating to the Oregon and California Railroad
