103 STAT. 840 PUBLIC LAW 101-144 —NOV. 9, 1989 VETERANS INSURANCE AND INDEMNITIES For military and naval insurance, national service life insurance, servicemen's indemnities, service-disabled veterans insurance, and veterans mortgage life insurance as authorized by law (38 U.S.C. chapter 19; 70 Stat. 887; 72 Stat. 487), $13,940,000, to remain avail- able until expended. LOAN GUARANTY REVOLVING FUND (INCLUDING TRANSFER OF FUNDS) For expenses necessary to carry out loan guaranty and insurance operations, as authorized by law (38 U.S.C. chapter 37, except administrative expenses, as authorized by section 1824 of such title), $313,500,000, to remain available until expended. During 1990, the resources of the loan guaranty revolving fund shall be available for expenses for property acquisitions and other loan guaranty and insurance operations, as authorized by law (38 U.S.C. chapter 37, except administrative expenses, as authorized by section 1824 of such title): Provided, That the unobligated bsdances, including retained earnings of the direct loan revolving fund, shall be available, during 1990, for transfer to the loan guarzmty revolv- ing fund in such amounts as may be necessary to provide for the timely payment of obligations of such fund, and the Secretary of Veterans Affairs shall not be required to pay interest on amounts so transferred after the time of such transfer. During 1990, with the resources available, gross obligations for direct loems and total commitments to guarantee loans are au- thorized in such amounts as may be necessary to carry out the purposes of the "Loan guaranty revolving fund". DIRECT LOAN REVOLVING FUND During 1990, within the resources available, not to exceed $1,000,000 in gross obligations for direct loans are authorized for specially adapted housing loans (38 U.S.C. chapter 37). VETERANS HEALTH SERVICE AND RESEARCH ADMINISTRATION MEDICAL CARE For necessary expenses for the maintenance and operation of hospitals, nursing homes, and domiciliary facilities; for furnishing, as authorized by law, inpatient and outpatient care and treatment to beneficiaries of the Department of Veterans Affairs, including care and treatment in facilities not under the jurisdiction of the Department of Veterans Affairs, cind furnishing recreational facili- ties, supplies and equipment; funeral, burial and other expenses incidental thereto for beneficiaries receiving care in Department of Veterans Affairs facilities; repairing, altering, improving or provid- ing facilities in the several hospitals and homes under the jurisdic- tion of the Department of Veterans Affcdrs, not otherwise provided for, either by contract or by the hire of temporary employees and purchase of materials; uniforms or allowances therefor, as au- thorized by law (5 U.S.C. 5901-5902); aid to State homes as au- thorized by law (38 U.S.C. 641); and not to exceed $2,000,000 to fund cost comparison studies as referred to in 38 U.S.C. 5010(a)(5);
