"(3) A contract entered into with an exchange store under subsec- tion (a) may not provide for the procurement of services not regu- larly provided by that exchange store.". (b) CLERICAL AMENDMENT.—The table of sections at the beginning of such chapter is amended by adding after the item relating to section 2423 (as added by section 323) the following new item: "2424. Procurement of supplies and services from exchange stores outside the United States.". SEC. 325. TUITION-FREE ENROLLMENT OF DEPENDENTS OF CERTAIN EMPLOYEES OF NONAPPROPRIATED FUND INSTRUMENTAL- ITIES IN SCHOOLS OF THE DEFENSE DEPENDENTS' EDU- CATION SYSTEM (a) SPONSOR DEFINED TO INCLUDE CERTAIN EMPLOYEES OF NONAPPROPRIATED FUND INSTRUMENTALITIES. —Section 1414(2) of the Defense Dependents' Education Act of 1978 (20 U.S.C. 932(2)) is amended to read as follows: "(2) The term 'sponsor' means a person— "(A) who is— "(i) a member of the Armed Forces serving on active duty, or "(ii) a full-time civilian officer or employee of the Department of Defense and a citizen or national of the United States; and "(B) who is authorized to transport dependents to or from an overseas area at Government expense and is provided an allowsmce for living quarters in that area.". (b) CONFORMING AMENDMENT.— Section 1404(d)(l) of such Act (20 U.S.C. 923(d)(l)) is amended by striking out "(including employees of nonappropriated fund activities of the Department of Defense)" in subparagraph (A) and inserting in lieu thereof "(other than civilian officers and employees who are sponsors under section 1414(2))". (c) EFFECTIVE DATE.—The amendments made by this section shall lo USC 923 apply with respect to periods of enrollment in schools of the defense note. dependents' education system beginning after September 30, 1989. SEC. 326. AUTHORITY TO USE APPROPRIATED FUNDS TO SUPPORT STU- DENT MEAL PROGRAMS IN DEPARTMENT OF DEFENSE OVER- SEAS DEPENDENTS' SCHOOLS (a) AUTHORITY PROVIDED.— Subchapter I of chapter 134 of title 10, United States (Dode, is amended by adding at the end the following new section: "§ 2243. Authority to use appropriated funds to support student meal programs in overseas dependents' schools "(a) AUTHORITY. — Subject to subsection (b), amounts appropriated to the Department of Defense for the operation of the defense dependents' education system may be used by the Secretary of Defense to enable an overseas meal program to provide students enrolled in that system with meals at a price equal to the average price paid by students for equivalent meals under a comparable public school meal program in the United States.
