That, notwithstanding any other provision of law, for fiscal year 1989 and each fiscal year thereafter all amounts realized from the sale of notes or securities sold under authority of this section shall be considered as current year domestic discretionary outlay offsets and not as "asset sales" or "loan prepayments" as defined by section 257(12) of the Balanced Budget and Emergency Deficit Con- trol Act of 1985, as amended: Provided further. That any underwrit- ing fees and related expenses shall be derived solely from the proceeds of the sales. REGIONAL RAIL REORGANIZATION PROGRAM For the settlement of promissory notes pursuant to section 210 of the Regional Rail Reorganization Act of 1973 (Public Law 93-236), as amended, $94,932,979, to remain available until expended, together with such sums as may be necessary for the payment of interest due to the Secretary of the Treasury under the terms and conditions of such notes. CoNRAiL COMMUTER TRANSITION ASSISTANCE For necessary capital expenses of Cbnrail commuter transition assistance, not otherwise provided for, $5,000,000, to remain avail- able until expended. AMTRAK CORRIDOR IMPROVEMENT LOANS The Secretary is authorized to provide $3,500,000 in loans to the Chicago, Missouri and Western Railroad, or its successors, to replace existing jointed rail with continuous welded rail between Joliet, Illinois and Granite City, Illinois: Provided, That any loan au- thorized under this section shall be structured with a maximum 20- year payment at an annual interest rate of 4 per centum: Provided further. That the Federal Government shall hold a first and prior purchgise money security interest with respect to any materials to be acquired with Federal funds: Provided further. That any such loan shall be matched on a dollar for dollar basis by the State of Illinois. URBAN MASS TRANSPORTATION ADMINISTRATION Securities. Illinois. Securities. ADMINISTRATIVE EXPENSES For necessary administrative expenses of the urban mass transportation program authorized by the Urban Mass Transpor- tation Act of 1964, as amended (49 U.S.C. 1601 et seq.), and 23 U.S.C. chapter 1, in connection with these activities, including hire of passenger motor vehicles and services as authorized by 5 U.S.C. 3109, $31,809,000: Provided, That none of the funds provided in this Act shall be used to implement or enforce the April 25, 1989, Notice of Proposed Rulemaking, "Major Capital Investment Projects".
