SEC. 9. HOSTAGE ACT. Section 2001 of the Revised Statutes of the United States (22 U.S.C. 1732) is amended by inserting "and not otherwise prohibited by law" after "acts of war". 22 USC 2371 SEC. 10. SELF-DEFENSE IN ACCORDANCE WITH INTERNATIONAL LAW. note. The use by any government of armed force in the exercise of individual or collective self-defense in accordance with applicable international agreements and customary international law shall not be considered an act of international terrorism for purposes of the amendments made by this Act.
