FISHERMEN'S PROTECTIVE FUND For expenses necessary to carry out the provisions of the Fishermen's Protective Act of 1967, as amended, $500,000. GENERAL PROVISIONS—DEPARTMENT OF STATE SEC. 301. Funds appropriated under this title shall be available, except as otherwise provided, for allowances and differentials as authorized by subchapter 59 of 5 U.S.C; for services as authorized by 5 U.S.C. 3109; and hire of passenger transportation pursuant to 31 U.S.C 1343(b). SEC. 302. (a) Not to exceed.5 per centum of the appropriation. Administration of Foreign Affairs, "Salaries and expenses' may be transferred to Administration of Foreign Affairs, "Emergencies in the Diplomatic and Consular Service" or International Organizations and Conferences, "International Conferences and Contingencies" but no such appropriation shall be increased by more than 35 per centum by any such transfer: Provided, That the Department shall follow the normal reprogramming procedures of the Senate and House Appropriations Committees before obligating or expending any funds so transferred. (h) Funds appropriated in this Act under the heading "Contributions to International Organizations" for payment to the United Nations or any of its specialized agencies, which are not made available to the United Nations or any such specialized agency due to the operation of any provision of this or any other Act, may be transferred to any account under the heading "Administration of Foreign Affairs", notwithstanding any other provision of law: Provided, That the Department shall follow the normal reprogramming procedures of the Senate and House Appropriations Committees before obligating or expending any funds so transferred. SEC. 303. None of the funds provided by this Act shall be available to the Department of State to produce the semiannual report as required under section 5 of Public Law 94-304. SEC. 304. (a) Section 303 of the Department of State Appropriations Act, 1988 (as contained in section 101(a) of Public Law 100-202 22 USC 276 note, (as amended by section 303(a) of Public Law 100-459)) is amended in the first sentence— (1) by striking out "$340,000" and inserting in lieu thereof " $440,000 "; and (2) by striking out "section 109(c) of the Department of State Authorization Act, Fiscal Years 1984 and 1985 and inserting in lieu thereof: "section 109(b) and (c) of the Department of State Authorization Act, Fiscal Years 1984 and 1985. (b) Section 109(b) of the Department of State Authorization Act, 22 USC 276 note. Fiscal Years 1984 and 1985, is amended— (1) by striking out "Of the amount" through "Spring 1984" and inserting in lieu thereof: "There are authorized to be appropriated each fiscal year $50,000, to be equally divided between delegations of the Senate and the House of Representatives, to assist in"; (2) by inserting after "meeting" the following: "the expenses of the United States Group";
