PUBLIC LAW 102-77 —JULY 26, 1991 105 STAT. 369 Public Law 102-77 102d Congress An Act To redesignate the Midland General Mail Facility in Midland, Texas, as the "Carl O. Hyde General Mail Facility", and for other purposes. Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, SECTION 1. REDESIGNATION OF MAIL FACILITY. (a) IN GENERAL. —The Midland General Mail Facility, located at 10000 Sloan Field Boulevard, in Midland, Texas, is redesignated as the "Carl O. Hyde General Mail Facility". Qy) REFERENCES.—Any reference in a law, rule, map, document, record, or other paper of the United States to the Midland General Mail Facility in Midland, Texas, is deemed to be a reference to the " Carl O. Hyde General Mail Facility". SEC. 2. AMENDMENT TO TITLE 5, UNITED STATES CODE. Section 5307 of title 5, United States Code, is amended— (1) by redesignating subsection (a) as subsection (a)(D; (2) in subsection (a)(1) (as so redesignated) by striking "cause to the" and inserting "cause the"; (3) by inserting after subsection (a)(1) (as so redesignated) the following: "(2) This section shall not apply to any payment under— "(A) subchapter III or VII of chapter 55 or section 5596; "(B) chapter 57 (other than section 5753, 5754, or 5755); or "(C) chapter 59 (other than section 5925, 5928, 5941(a)(2), or , 5948)."; and "(4) in subsection (b) by striking paragraph (3).
