"(B) The balance of the Buying Power Maintenance account may not exceed $100,000,000 as a result of any transfer under this paragraph. "(C) Any transfer pursuant to this paragraph shall be treated as a reprogramming of funds under section 34 and shall be available for obligation or expenditure only in accordance with the procedures under such section. "(D) The authorities contained in this section may only be exercised to such an extent and in such amounts as specifically provided for in advance in appropriations Acts. "(E) This paragraph shall cease to have effect after September 30, 1993.". (b) INCREASE IN REPROGRAMMING LIMITATION.— Section 34(a) of the State Department Basic Authorities Act of 1956 (22 U.S.C. 2706(a)) is amended in paragraph (7) by striking out "$250,000" and inserting in lieu thereof "$500,000". (c) APPROPRIATIONS.—Section 24(d) of the State Department Basic Authorities Act is amended to read as follows: "(d)(1) Subject to paragraphs (2) and (3), funds authorized to be appropriated for any account of the Department of State in the Department of State Appropriations Act, for the second fiscal year of any two-year authorization cycle may be appropriated for such second fiscal year for any other account of the Department of State. "(2) Amounts appropriated for the 'Salaries and Expenses' and 'Acquisition and Maintenance of Buildings Abroad' accounts may not exceed by more than 5 percent the amounts specifically authorized to be appropriated for each such account for a fiscal year. No other appropriations account may exceed by more than 10 percent the amount specifically authorized to be appropriated for such account for a fiscal year. "(3) The requirements and limitations of section 15 shall not apply to the appropriation of funds pursuant to this subsection. "(4) This subsection shall cease to have effect after September 30, 1993. ". SEC. 118. ADMINISTRATIVE SERVICES. Section 23 of the State Department Basic Authorities Act of 1956 (22 U.S.C. 2695) is amended— (1) by adding before the section designation the following section heading: "ADMINISTRATIVE SERVICES"; (2) by inserting "(a) AGREEMENTS.— " after "Sec. 23."; and (3) by adding at the end thereof the following new subsection: , "0)) PAYMENT.— "(1) A Federal agency which obtains administrative services from the Department of State pursuant to an agreement authorized under subsection (a) shall make full and prompt payment for such services through advance of funds or reimbursement. "(2) The Secretary of State shall bill each Federal agency for amounts due for services provided pursuant to subsection (a). The Secretary shall notify a Federal agency which has not made full payment for services within 90 days after billing that services to the agency will be suspended or terminated if full payment is not made within 180 days after the date of notifica- Termination date. 22 USC 2696.
