(b) PAY CAP. — Section 401 of the Foreign Service Act of 1980 (22 U.S.C. 3961) is amended in subsection (a) by— (1) striking out "Each" and inserting in lieu thereof "Except as provided in section 302(b), each"; and (2) striking out "level II of such" and inserting in lieu thereof "level I of such". SEC. 143. AUTHORITY OF SECRETARY TO SUSPEND EMPLOYEES CON- VICTED OF CRIMES. (a) SEPARATION FOR CAUSE. —Section 610(a) of the Foreign Service Act of 1980 (22 U.S.C. 4010(a)) is amended— (1) in paragraph (3) by striking out "there is reasonable cause to believe that a member has committed a crime" and inserting in lieu thereof "a member has been convicted of a crime"; (2) in paragraph (4)(A) by striking out "suspension, including the grounds for reasonable cause to believe a crime has been committed" and inserting in lieu thereof "suspension"; and (3) in the second sentence of paragraph (5) by striking out "there exists reasonable cause to believe a crime has been committed for which a sentence of imprisonment may be imposed" and inserting in lieu thereof "the conviction requirements of subsection (a)(3) have been fulfilled". (b) FOREIGN SERVICE GRIEVANCE BOARD PROCEDURES. —Section 1106 of the Foreign Service Act of 1980 (22 U.S.C. 4136) is amended in the third sentence of paragraph (8) by striking out "determined that" and all that follows through the period and inserting in lieu thereof "exercised his authority under subsection (a)(3) of section 610.". (c) CONFORMING AMENDMENT. —Section 586 of the Foreign Operations, Export Financing, and Related Programs Appropriations 22 USC 4010 Act, 1990 (Public Law 101-167) is amended by striking out subsecnote. tion(c). SEC. 144. COMMISSARY ACCESS. Section 31(c) of the State Department Basic Authorities Act of 1956 (22 U.S.C. 2703(c)) is amended by adding before the period at the end of the first sentence ", and, where determined by the Secretary to be appropriate due to exceptional circumstances, to United States citizens hired outside of the host country to serve as teaching staff for such dependents abroad". SEC. 145. STORAGE OF PERSONAL EFFECTS. Section 901(12) of the Foreign Service Act of 1980 (22 U.S.C. 4081(12)) is amended— (1) in subparagraph (B) by inserting immediately before the semicolon ", except that in extraordinary circumstances the Secretary may extend this period for not more than an additional 90 days'; and (2) in subparagraph (C) by inserting immediately before the semicolon ", except that in extraordinary circumstances the
