RENT SUPPLEMENT PROGRAM (RESCISSION) The limitation otherwise applicable to the maximum payments that may be required in any fiscal year by all contracts entered into under section 101 of the Housing and Urban Development Act of 1965 (12 U.S.C. 1701s), is reduced in fiscal year 1992 by not more than $2,448,000 in uncommitted balances of authorizations provided for this purpose in appropriations Acts. CONGREGATE SERVICES For contracts with and payments to public housing agencies and non-profit corporations for congregate services programs in accordance with the provisions of the Congregate Housing Services Act of 1978, as amended, $17,700,000, to remain available until September 30, 1993. PAYMENTS FOR OPERATION OF LOW-INCOME HOUSING PROJECTS For payments to public housing agencies and Indian housing authorities for operating subsidies for low-income housing projects as authorized by section 9 of the United States Housing Act of 1937, as amended (42 U.S.C. 1437g), $2,450,000,000: Provided, That of the funds provided under this heading, $294,156,000 shall not become available for obligation until September 2(), 1992. HOUSING COUNSELING ASSISTANCE For contracts, grants, and other assistance, not otherwise provided for, for providing counseling and advice to tenants and homeowners—both current and prospective—with respect to property
