(10) For base closure and realignment activities as authorized by the Defense Base Closure and Realignment Act of 1990 (part A of title XXDC of Public Law 101-510; 10 U.S.C. 2687 note), $297,000,000. (11) For an energy conservation program under section 2865 of title 10, United States Code, $36,000,000. (12) For military family housing functions: (A) For construction and acquisition of military family housing facilities, $200,000. (B) For support of military housing (including functions described in section 2833 of title 10, United States Code), $26,000,000, of which not more than $21,664,000 may be obligated or expended for the leasing of military family housing units worldwide. (13) For acquisition or construction of portal facilities at various locations in support of the On-Site Inspection Agency, $2,000,000. (b) AUTHORIZATION OF UNOBLIGATED FUNDS. —Funds appropriated to the Department of Defense for fiscal years before fiscal year 1992 for military construction functions of the Defense Agencies that remsiin available for obligation on the date of the enactment of this Act are hereby authorized to be made available, to the extent provided in advance in appropriations Acts, in an amount not to exceed $17,000,000 for the construction of the headquarters building of the Defense Logistics Agency at Fort Belvior, Virginia, as authorized under section 2401(a). (c) LIMITATION OF TOTAL COST OF CONSTRUCTION PROJECTS.—Notwithstanding the cost variations authorized by section 2853 of title 10, United States Code, and any other cost variation authorized by law, the total cost of all projects carried out under section 2401 of this division may not exceed— (1) the total amount authorized to be appropriated under paragraphs (1) and (2) of subsection (a) and subsection (b); (2) $10,000,000 (the balance of the amount authorized under section 2401(a) for the construction of the defense logistics headquarters at Fort Belvoir, Virginia); and (3) $50,000,000 (the balance of the amount authorized under section 2401(a) for the construction of the hospital replacement at Homestead Air Force Base, Florida). SEC. 2405. CONTRACTS FOR CERTAIN PROJECTS. In the case of the military construction projects authorized by section 2401(a) to be constructed at Fort Belvoir, Virginia, and Homestead Air Force Base, Florida, the Secretary of Defense may enter into one or more contracts for the design and construction of the projects in advance of appropriations for the projects. Each such contract shall limit the pa3nnents the United States is obligated to make under the contract to the amount of appropriations available, at the time the contract is entered into, for obligation under such contract. SEC. 2406. SPECIAL OPERATIONS BATTALION HEADQUARTERS, FORT BRAGG, NORTH CAROLINA.
