105 STAT. 2088 PUBLIC LAW 102-240—DEC. 18, 1991 49 USC app. (b) OTHER REFERENCES.—Any reference in a law, map, regulation, 1601 note. document, paper, or other record of the United States to the Urban Mass Transportation Act of 1964 shall be deemed to be a reference to the "Federal Transit Act". SEC. 3004. FEDERAL TRANSIT ADMINISTRATION. (a) REDESIGNATION OF UMTA.— The Urban Mass Transportation Administration of the Department of Transportation shall be known and designated as the "Federal Transit Administration". (b) REFERENCES.—Any reference in a law, map, regulation, document, paper, or other record of the United States to the Urban Mass Transportation Administration shall be deemed to be a reference to the "Federal Transit Administration". (c) AMENDMENTS TO TITLE 49. — (1) AMENDMENT TO TEXT.— Section 107(a) of title 49, United States Code, is amended by striking "Urban Mass Transportation Administration" and inserting "Federal Transit Administration". (2) AMENDMENT TO SECTION HEADING.—The heading for section 107 of such title is amended to read as follows: "§ 107. Federal Transit Administration". (3) AMENDMENT TO CHAPTER ANALYSIS. —The analysis for chapter 1 of such title is amended by striking the item relating to section 107 and inserting the following: "107. Federal Transit Administration. ". (d) AMENDMENTS TO TITLE 5.— Title 5, United States Code, is amended— (1) in section 5314 by striking "Urban Mass Transportation Administrator" and inserting "Federal Transit Administrator"; and (2) in section 5316 by striking "Deputy Administrator, Urban Mass Transportation Administration" and inserting "Deputy Administrator, Federal Transit Administration". SEC. 3005. FINDINGS AND PURPOSES. 49^USC app. (a) FINDINGS. —Section 2(a) is amended— (1) in paragraph (2) by striking "; and" and inserting a semicolon; (2) in paragraph (3) by striking the period and inserting "; and"; and (3) by adding at the end the following new paragraph: "(4) that significant transit improvements are necessary to achieve national goals for improved air quality, energy conservation, international competitiveness, and mobility for elderly persons, persons with disabilities, and economically disadvantaged persons in urban and rural areas of the country.", (b) PURPOSES.— Section 2(b) is amended— (1) in paragraph (2) by striking "; and" and inserting a semicolon; (2) in paragraph (3) by striking the period and inserting "; and"; and (3) by adding at the end the following new paragraph: "(4) to provide financial assistance to State and local governments and their instrumentalities to help implement national 1601.
