(4) and (5) of subsection (a) shall become effective on October 1, 1992. SEC. 114. REGULATIONS. 15 USC 636 note. Not later than 45 days after the date of enactment of this Act, the Small Business Administration shall promulgate interim final regulations to implement the amendments made by this subtitle. SEC. 115. AUTHORIZATION OF APPROPRIATIONS. (a) AUTHORIZATION OF APPROPRIATIONS. —Section 20 of the Small Business Act (15 U.S.C. 631 note) is amended by adding at the end the following new subsection: " (k) AUTHORIZATION OF APPROPRIATIONS.—TO carry out the program established under section 7(m), there are authorized to be appropriated to the Small Business Administration— "(1) for fiscal year 1992— "(A) $45,000,000, to be used for the provision of loans; and "(B) $10,000,000, to be used for the provision of grants; "(2) for fiscal year 1993— "(A) $80,000,000, to be used for the provision of loans; and "(B) $25,000,000, to be used for the provision of grants; and " (3) for fiscal year 1994— "(A) $60,000,000, to be used for the provision of loans; and "(B) $35,000,000, to be used for the provision of grants.". (b) REPEAL OF EXISTING PROVISION. —Section 609 of Public Law 102-140 (105 Stat. 831) is amended by striking subsection (1). TITLE II—AMENDMENTS TO THE SMALL BUSINESS ACT AND RELATED ACTS Subtitle A—Small Business Competitiveness Demonstration Program SEC. 201. EXTENSION OF DEMONSTRATION PROGRAMS. (a) SMALL BUSINESS COMPETITIVENESS DEMONSTRATION PRO- GRAM. —Section 711(C) of the Small Business Competitiveness Demonstration Program Act of 1988 (15 U.S.C. 644 note, 102 Stat. 3889) is amended to read as follows: "(c) PROGRAM TERM.—The Program shall commence on January Effective date. 1, 1989, and terminate on September 30, 1996.
