106 STAT. 1142 PUBLIC LAW 102-368 —SEPT. 23, 1992 OFFICE OF JUSTICE PROGRAMS JUSTICE ASSISTANCE For an additional amount for "Justice assistance", to cover the incremental costs arising from the consequences of Hurricane Andrew and other disasters, $1,000,000, to remain available until expended: Provided, That the entire amount is designated by Congress as an emergency requirement pursuant to section 251(b)(2)(D)(i) of the Balanced Budget and Emergency Deficit Control Act of 1985, as amended. DEPARTMENT OF STATE ADMINISTRATION OP FOREIGN AFFAIRS SALARIES AND EXPENSES For an additional amount for Salaries and expenses", to cover the incremental costs arising from the consequences of Hurricane Andrew and other disasters, $5,890,000, to remain available until expended: Provided, That the entire amount is designated by Congress as an emergency requirement pursuant to section 251(b)(2)(D)(i) of the Balanced Budget and Emergency Deficit Control Act of 1985, as amended. THE JUDICIARY ' COURTS OF APPEALS, DISTRICT COURTS, AND OTHER JUDICIAL SERVICES SALARIES AND EXPENSES For an additional amount for "Salaries and expenses", to cover the incremental costs arising from the consequences of Hurricane Andrew and other disasters, $300,000, to remain available until expended: Provided, That the entire amount is designated by Congress as an emergency requirement pursuant to section 251(b)(2)(D)(i) of the Balanced Budget and Efmergency Deficit Control Act of 1985, as amended. RELATED AGENCY SMALL BUSINESS ADMINISTRATION DISASTER LOANS PROGRAM ACCOUNT For an additional amount for "Disaster Loans Program Account" for the cost of direct loans, $331,800,000, of which $75,000,000 shall be available only to the extent an official budget request, for a specific dollar amount, that includes designation of the entire amount of the request as an emergency requirement as defined in the Balanced Budget and Emergency Deficit Control Act of 1985, is transmitted by the President to the Congress, to remain available until expended; and in addition, for administrative expenses to carry out the disaster loan program, an additional $100,000,000, to remain available until expended, which may be transferred to and merged with the appropriations for "Salaries and expenses": Provided, That the entire amount is designated
