"(7) The term 'Department' means the Department of Health and Human Services. "(8) The term 'nonprofit' refers to the status of an entity owned and operated by one or more corporations or associations no part of the net earnings of which inures, or may lawfully inure, to the benefit of any private shareholder or individual. "(9) The term 'State' includes, in addition to the several States, only the District of Columbia, the Commonwealth of Puerto Rico, the Commonwealth of the Northern Mariana Islands, the Virgin Islands, Guam, American Samoa, and the Trust Territory of the Pacific Islands. "(10)(A) Subject to subparagraph (B), the term 'underrepresented minorities' means, with respect to a health profession, racial and ethnic populations that are underrepresented in the health profession relative to the number of individuals who are members of the population involved. "(B) For purposes of subparagraph (A), Asian individuals shall be considered by the various subpopulations of such individuals. ". SEC. 103. EFFECTIVE DATE. The amendment made by section 102 takes effect on the date of the enactment of this Act, except that section 708 of the Public Health Service Act, as added by section 102 of this Act, takes effect January 1, 1993. Until such date, section 732(c) of the Public Health Service Act, as in effect on the day before the date of the enactment of this Act, continues in effect in lieu of such section 708. TITLE II—NURSE EDUCATION SEC. 201. SHORT TITLE. This title may be referred to as the Nurse Education and Practice Improvement Amendments of 1992. SEC. 202. SPECIAL PROJECT GRANTS AND CONTRACTS. (a) IN GENERAL.—Section 820 of the Public Health Service Act (42 U.S.C. 296k) is amended to read as follows: 42 USC 292 note.
