(k) REPORT.— (1) Within 90 days after the end of the oneyear period beginning on the first day of the pilot program, the Secretary shall submit to the congressional defense committees a report on the design, conduct, and effectiveness of the pilot program during that one-year period. The report shall include an assessment of the matters set forth in paragraphs (1) and (2) of subsection (b). (2) In preparing the report required by paragraph (1), the Secretary shall coonunate with the Governor of each State in which a National Guard civilian youth opportunities program is carried out under the pilot program and, if such a program is carried out in the District of Colimibia, with the commanding general of the District of Columbia National Guard. (1) DEFINITIONS.— In this section: (1) The term "pilot program" means the National Guard Civilian Youth Opportunities Program authorized to be conducted under subsection (a). (2) The term "State" includes the District of Columbia, Puerto Rico, Guam, and the Virgin Islands. (3) The term "school dropout" has the meaning established for the term by the Secretary of Education pursuant to section 6201(a) of the Elementary and Secondary Education Act of 1965 (20 U.S.C. 3271(a)). (4) The term "full-time National Guard duty" has the meaning given that term in section 101 of title 32, United States Code. (m) FUNDING.— Of the amounts appropriated for the Department of Defense for operation and maintenance in fiscal year 1993 pursuant to the authorization of appropriations in section 301, $50,000,000 shall be available to carry out the pilot program for fiscal year 1993. SEC. 1092. CIVILIAN COMMUNITY CORPS. (a) CIVILIAN COMMUNITY CORPS. —(1) Title I of the National and Community Service Act of 1990 (42 U.S.C. 12510 et seq.) is amended by adding at the end the following new subtitle: Subtitle H—Civilian Community Corps 42 USC 12653. "SEC. 196. PURPOSE. "It is the purpose of this subtitle to authorize the establishment of a Civilian (Jommunity Corps to provide a basis for determining— "(1) whether residential service programs administered by the Federal Government can significantly increase the support for national service and community service by the people of the United States; "(2) whether such programs can expand the opportunities for willing young men and women to perform meaningfiil, direct, and consequential acts of community service in a manner that will enhance their own skills while contributing to their understanding of civic responsibility in the United States; "(3) whether retired members and former members of the Armed Forces of the United States, members and former mem-
