(c) CAPITAL EQUIPMENT.— Funds are hereby authorized to be appropriated to the Department of Energy for fiscal year 1993 for capital equipment not related to construction in carrying out environmental restoration and waste management activities necessary for national security programs in the amount of $153,198,000, to be allocated as follows: (1) For corrective activities—defense programs, $1,120,000. (2) For waste management, $132,749,000. (3) For technology development, $16,200,000. (4) For transportation management, $465,000. (5) For program direction, $2,664,000. (d) ADJUSTMENTS FOR SAVINGS. —The total amount authorized to be appropriated pursuant to this section is the sum of the amounts specified in subsections (a) through (c) reduced by $23,962,000 for program savings and facility transition expenses. (e) USE OF FUNDS.—From funds authorized to be appropriated pursuant to subsection (a) to the Department of Energy for environmental restoration and waste management activities, the Secretary of Energy may reimburse the cities of Westminster, Broomfield, Thornton, and Northglenn, in the State of Colorado, $40,000,000 for the cost of implementing water management programs. Reimbursements for the water management programs shall not be considered a major Federal action for purposes of 102(2) of the National Environmental Policy Act of 1969 (42 U.S.C. 4332(2)). SEC. 3104. NUCLEAR MATERIALS PRODUCTION AND OTHER DEFENSE PROGRAMS. (a) OPERATING EXPENSES. —Funds are hereby authorized to be appropriated to the Department of Energy for fiscal year 1993 for operating expenses incurred in carrying out nuclear materials production and other defense programs necessary for national security programs in the amount of $2,617,256,0()0, to be allocated as follows: (1) For nuclear materials production, $1,418,875,000. (2) For verification and control technology, $301,215,000. (3) For nuclear safeguards and security, $86,837,000. (4) For security investigations, $58,289,000. (5) For security evaluations, $15,150,0()0. (6) For nuclear safety, $25,490,000. i (7) For naval reactors, $711,400,000.
