(c) The amendments made by subsections (a) and (b) shall fj^f^^i^^lfj^®- take effect on October 1, 1993. ^^ "SC 3214 SEC. 7. Section 204 of the Federal Property and Administrative 40 USC 485. Services Act of 1949 is amended by adding a subsection (i) to provide that the Administrator may retain from the proceeds of sales of personal property conducted by the General Services Administration amounts necessary to recover, to the extent practicable, costs incurred by the General Services Administration (or its agent) in conducting such sales. The Administrator shall deposit amounts retained into the General Supply Fund established under section 109(a) of the Federal Property ana Administrative Services Act of 1949 and may use such portion of amounts so deposited as is necessary to pay (1) direct costs incurred by the General Services Administration in conducting sales of personal property, and (2) indirect costs incurred by the General Services Administration that are reasonably related to those sales. Amounts retained that are not needed to pay the direct and indirect costs incurred shall periodically, but not less than annually, be transferred from the General Supply Fund to the general fund or another appropriate account in the Treasury. SEC, 8. Notwithstanding any other provision of law, the Administrator of General Services is hereby authorized to acquire a site suitable to the General Services Administration of approximately 4 acres of land in the City of Tucson, Arizona for a Federal courthouse; this is to be accomplished through an exchange with the City of Tucson for Federal real property of comparable value in that city under the jurisdiction of the General Services Administration. SEC. 9. None of the funds appropriated by this Act may be obligated or expended in any way for the purpose of the sale, excessing, surplusing, or disposal of lands in the vicinity of Norfork Lake, Arkansas, administered by the Corps of Engineers, Department of the Army, without the specific approval of the Congress. SEC. 10.
